The Conflict Between Rental Trials and Private Ownership
The core friction in the UK’s micromobility policy stems from the stark divide between state-authorized trial schemes and the unregulated boom in private scooter sales. Under the current regime, only regulated rental scooters equipped with geo-fencing, speed limiters, and integrated insurance can legally operate on public highways.
