Submarine communications cables carry more than 95 percent of all global internet traffic, transmitting everything from financial transactions to social media data across oceans. In India, the reliance on Mumbai as the primary international gateway has created an unintended vulnerability. Network specialists warn that shipping activity, accidental anchor drags, natural hazards like severe cyclones, and seismic activity in the Arabian Sea could simultaneously sever multiple lines. Because these connections are packed into such a confined corridor, a single maritime accident or coordinated hostile act could trigger widespread telecommunications outages across both commercial and public sectors.

The vulnerability is compounded by the sheer speed at which India's bandwidth consumption has grown over the past decade. With government-backed digitisation initiatives and cheap mobile data driving millions of new users online each year, international data transit demands have surged. However, landing infrastructure and cable diversity have failed to expand at a matching pace. While domestic terrestrial networks have spread extensively across the hinterland, international routing remains fundamentally dependent on this fragile coastal entry point in Maharashtra.

Diversification and the Path Forward

To mitigate these structural risks, industry analysts and national security strategists are urging both private telecom operators and government regulators to accelerate the diversification of landing sites. Developing new maritime cable terminals along the eastern seaboard—such as Chennai, Visakhapatnam, and Kolkata—or secondary western hubs in Gujarat and Kerala could provide critical redundancy. Such geographic dispersion would distribute the incoming traffic load and ensure that disruptions in Mumbai do not paralyze national communications.

Global tech giants and international consortiums have begun investing in next-generation cable systems aimed at bypassing traditional choke points, but regulatory approvals and environmental clearances in India remain notoriously sluggish. Industry leaders argue that streamlining the permitting process for new cable landing stations is now a matter of economic security. As India aims to transform into a multitrillion-dollar digital power, establishing resilient and well-distributed undersea connectivity will be just as crucial as building the software applications that depend on it.
